Amends teacher evaluation requirements to allow school districts to determine "research-based and proven evaluation practices" rather than mandating incorporation of student growth data as a significant factor in teacher ratings.

Expands optional evaluation methods to include student surveys, teacher self-evaluation, goal-setting practices, peer-to-peer feedback, practices approved by joint district-teacher committees, or practices recommended by the Performance Evaluation Advisory Council.

Changes fallback provision so that if a joint committee fails to reach agreement on an evaluation plan within 180 calendar days, evaluation ratings shall be based on the district's evaluation plan (rather than implementing a state model evaluation plan).

Authorizes the Performance Evaluation Advisory Council to develop nonregulatory guidance on research-based and proven evaluation practices and specifies the Council shall meet at least quarterly until June 30, 2021.

Eliminates language requiring specific timelines for implementing student growth measures and makes conforming changes to evaluation plan development procedures in Sections 24A-4, 24A-5, and 24A-7 of the School Code.
