Allows community college boards of trustees to establish baccalaureate-level early childhood education programs and confer bachelor of applied science degrees with Professional Educator License endorsements in early childhood education and early childhood special education.

Requires approval from the Illinois Community College Board, State Board of Education, and Board of Higher Education; board must document unmet workforce needs and maintain an associated degree program in early childhood education.

Prohibits use of semester credit hours from baccalaureate degree programs for state grant funding under Section 2-16.02 of the Public Community College Act.

Requires candidates for educator licensure to successfully complete applicable testing requirements under Section 21B-30 of the School Code before receiving an educator license and endorsements.

Mandates the State Board conduct a statewide evaluation of all established programs and report findings by July 1, 2028 to legislative leadership, the Board of Higher Education, and Governor's Office of Management and Budget, including data on program numbers, enrollments, workforce outcomes, completion rates, and compliance.
