Requires Illinois restaurants to offer only healthy default beverages with children's meals, including water (plain, sparkling, or flavored without sweeteners), nonfat or 1% milk, qualifying nondairy milk alternatives, or 100% fruit/vegetable juice in servings of 8 ounces or less

Allows restaurants to provide alternative beverages not on the approved list only upon specific customer request

Mandates that any beverage displayed on menus or advertisements for children's meals must be one of the approved healthy default options

Authorizes local health department officers to inspect restaurants for compliance during routine inspections

Establishes graduated penalties for violations: warning for first offense, $25 civil penalty for second offense, and $100 civil penalty for third or subsequent offenses
