Transfers administration of the Illinois Motor Carrier Safety Law from the Department of Transportation (in conjunction with Illinois State Police) to the Illinois State Police alone, effective July 1, 2021.

Transfers administration of the Illinois Hazardous Materials Transportation Act from the Department of Transportation to the Illinois State Police.

Prohibits Road Fund appropriations to the Illinois State Police beginning fiscal year 2020, except for money appropriated to implement the Motor Carrier Safety Assistance Program not to exceed the annual federal allocation plus 25%.

Transfers personnel responsible for administering motor carrier safety from the Department of Transportation to the Illinois State Police, with employee rights and benefits protections maintained under the Personnel Code and collective bargaining agreements.

Adds new Section 18b-104.5 to the Illinois Vehicle Code to formalize the personnel transfer and directs the Governor and Director to identify affected positions and employees in consultation with labor organizations.
