Reenacts Section 5-1103 of the Counties Code, which was previously repealed by Public Act 100-987, allowing counties to impose a court services assessment to defray sheriff's court security expenses.

Changes the name of the "court services fee" to "court services assessment" and specifies that such assessments are in addition to assessments under the Criminal and Traffic Assessment Act.

Sets maximum assessment rate at $25 per case unless justified by an acceptable cost study, with differential rates permitted by Chief Judge approval; assessment applies to civil cases at filing and to criminal/traffic cases upon conviction or guilty plea.

Validates all actions and amendments related to Section 5-1103 that occurred after August 20, 2018 (when the section was originally repealed) and deems the section to have been in continuous effect.

Removes Section 5-1103 from the list of repealed sections in the Criminal and Traffic Assessment Act and takes effect immediately upon becoming law.
