Amends the Illinois Procurement Code by adding Section 30-55 regarding public records.

Designates contractor performance evaluations and related documents as public records subject to the Freedom of Information Act.

Applies to evaluations conducted by construction agencies that assess contractor performance on either a project-specific basis or in the aggregate.

Covers all contractors performing or having performed construction work under the Illinois Procurement Code.

Permits public inspection and copying of these contractor performance evaluation documents.
