IL SB1889

Amends the Illinois Municipal Code to allow municipalities under 500,000 population to award public work contracts exceeding $25,000 without public bidding during declared states of emergency or local disasters.

Requires a two-thirds vote by aldermen or trustees to either grant the mayor emergency powers or affirm a locally declared disaster, with a fixed termination date for the emergency or disaster period.

Permits the termination date for the state of emergency or local disaster to be extended or shortened by aldermen or trustees based on circumstances.

Removes previous authorization language allowing contract exceptions by two-thirds vote in non-emergency situations and eliminates provisions for direct municipal employment of laborers and material purchases.

Defines "public work" to include all work and public improvements constructed or demolished by public bodies, paid for with public funds, or financed through state/local government bonds, grants, or loans.
