Allows employers of commercial motor vehicle drivers to participate in an employer notification system to receive reports on their employees' driving records from the Secretary of State's Office.

Employer notification system automatically provides reports on employee driver convictions, failures to appear, accidents, license suspensions, revocations, and other actions affecting driving privileges.

Participation in the employer notification system requires a fee set by the Secretary of State's Office to cover the actual cost of administering the service.

Fire departments, police departments, and other public safety agencies with official recognition are required to participate in the employer notification system but are exempt from paying the participation fee.

Secretary of State's Office must adopt rules implementing the system while safeguarding driver privacy in compliance with federal Privacy Act of 1978, Driver's Privacy Protection Act of 1994, and other applicable laws.
