IL SB1891

Amends the Prevailing Wage Act to expand coverage to workers engaged in production, processing, reclamation, recycling, or manufacturing of materials destined for public works projects when material value exceeds $250,000

Defines covered material processing to include altering the shape, size, composition, or chemical structure of materials such as rock, gravel, sand, cement, concrete, and asphalt into products for public works projects

Excludes workers involved in pre-production processes like collecting, cleaning, and sorting materials from prevailing wage requirements

Excludes transportation workers employed by sellers and suppliers of materials or equipment from being deemed employed on public works

Maintains existing prevailing wage requirements for workers directly employed on construction sites and those transporting materials to or from project sites
