Amends Illinois Procurement Code to establish procurement preferences for compostable and recyclable foodware over single-use plastic foodware in State contracts.

Allows State agencies and institutions of higher education to give preference to bidders using compostable or recyclable foodware if their bid does not exceed 5% more than single-use plastic alternatives; contracts must include option to provide single-use plastic straws.

Prohibits State agencies and departments from procuring single-use plastic disposable foodware for State parks and natural areas after January 1, 2023, requiring only compostable or recyclable foodware instead.

Requires vendors contracted through State agencies to cease providing single-use plastic disposable foodware at State parks and natural areas after January 1, 2024, or upon renewal of their contract, whichever occurs later.

Exempts procurement of supplies for the Illinois State Fair from these single-use plastic restrictions.
