Requires owners of coal-fueled power plants to notify the Illinois Environmental Protection Agency and the public at least 60 days before commencing any demolition activities

Notice must be published in both physical and online form in a newspaper within 25 miles of the plant, posted in 3 prominent public places, and on relevant municipal websites

Required notice information includes: scheduled demolition date and time, portion of plant being demolished, potential contaminants, names of demolition companies, applicable permits, proximity to unlined coal combustion residual surface impoundments or public water sources, and pollution prevention measures

"Public" is defined as the population of any town, village, or city within 25 miles of the coal-fueled power plant being demolished

Amends the Environmental Protection Act by adding Section 3.141; took effect immediately upon becoming law (Public Act 102-0631)
