Increases annual wine production threshold for self-distribution exemption from 25,000 gallons to 250,000 gallons for out-of-state winery shippers and Illinois wine manufacturers.

Increases maximum annual wine sales to retail licensees under self-distribution exemption from 5,000 gallons to 50,000 gallons.

Applies same production and sales thresholds to holders of first-class, second-class, and limited wine manufacturer licenses.

Makes conforming changes to existing self-distribution exemption provisions for wine producers.

Takes effect immediately upon becoming law.
