Removes the Superintendent of Public Instruction (or their designee) as an ex-officio member of the Southern Illinois University Board of Trustees, reducing the board from 8 to 7 appointed members.

Maintains 2 voting student members selected by campus-wide election at SIU Carbondale and SIU Edwardsville, each serving one-year terms beginning July 1.

Increases membership of the Illinois Ethanol Research Advisory Board from 13 to 14 members by adding the Dean of the College of Agricultural, Life, and Physical Sciences at SIU Carbondale.

Requires student board members to maintain Illinois residency, a minimum 2.5 grade point average on a 4.0 scale, and full-time enrollment status, with automatic termination of membership if requirements are not met.

Specifies that no more than 4 of the Governor-appointed board members may be affiliated with the same political party, and all appointed members must be Illinois residents.
