Amends Section 31-4 of the Criminal Code of 2012 to define "concealment" as hiding evidence in a manner that makes its recovery substantially more difficult or impossible.

Applies the definition to the obstructing justice statute, which prohibits acts intended to prevent apprehension or obstruct prosecution or defense of any person.

Obstructing justice remains a Class 4 felony, with enhanced penalties to Class 3 felony when committed in furtherance of streetgang-related or gang-related activity.

Takes effect immediately upon becoming law.
