Allows individuals to access basic inpatient mental health information of a recipient if they provide proof of identity and a written statement declaring no orders of protection exist between them and the recipient.

Requires individuals seeking access to prove their involvement in the recipient's care or payment through evidence such as residing at the same address, assisting with appointments, helping with prescriptions, being a family member, serving as emergency contact, or holding the recipient's health insurance policy.

Permits disclosure only when the treating physician determines the recipient lacks capacity to consent, is not at risk of abuse or neglect, and disclosure is in the recipient's best interest.

Limits accessible information to the recipient's location at the inpatient facility and discharge plans, including anticipated discharge date, address, and community treatment plans.

Prohibits redisclosure of information except as necessary for the recipient's care or payment, and violation of any provision constitutes a Class A misdemeanor.
