Amends Section 3-805 of the Illinois Vehicle Code to allow the Secretary of State to issue registration plates for electric vehicles as vanity or personalized plates under Section 3-405.1.

Removes the January 1, 2020 expiration date on electric vehicle registration provisions, making them permanent.

Establishes registration fees for electric vehicles equal to standard first division motor vehicle fees, plus an additional $100 per year in lieu of motor fuel taxes.

Allocates $1 of the additional $100 annual fee to the Secretary of State Special Services Fund and the remaining $99 to the Road Fund.
