Amends the Mental Health Early Action on Campus Act to require public colleges and universities to implement annual mental health awareness orientation sessions for students.

Mandates institutions assess academic courses for mental health awareness curriculum integration opportunities and create dedicated website or mobile application pages listing available mental health resources.

Requires distribution of mental health resource messages through online learning platforms during high stress academic periods, such as midterms and finals, using documented best practices to reduce stigma.

Mandates implementation of anonymous online mental health screening tools within three years that assess depression, anxiety, eating disorders, substance use, alcohol-use disorder, PTSD, and bipolar disorder, with year-round availability and immediate referral capabilities.

Requires public colleges and universities to print National Suicide Prevention Lifeline, Crisis Text Line, and campus mental health counseling contact information on the back of student identification cards issued after the effective date, or publish on their website if ID cards are not issued.
