Amends Section 8 of the Animal Control Act regarding rabies inoculation requirements for dogs, cats, and ferrets.

If a bite occurs from an animal exempt from rabies vaccination due to health concerns, the exempt animal shall be treated as an unvaccinated animal unless a rabies titer test has been administered, in which case it will be treated as vaccinated.

Exempt animals must be re-examined by a licensed veterinarian at least annually and vaccinated against rabies as soon as the animal's health permits or if deemed necessary based on a rabies titer test result.
