Creates the Office of Outdoor Recreation Industry within the Department of Natural Resources with a Director appointed by the Governor.

Establishes an Outdoor Recreation Industry Advisory Council with up to 20 members representing diverse outdoor recreation businesses, nonprofits, and related industries to guide the Office.

Tasks the Office with increasing outdoor recreation-based economic development, tourism, and business opportunities while promoting access to outdoor recreation in underserved communities.

Directs the Office to coordinate with federal and state agencies, develop data on outdoor recreation impacts, advocate for federal funding, and maintain a statewide list of lands for outdoor recreation conservation and enhancement.

Notes that outdoor recreation contributes $15.6 billion in value added GDP to Illinois' economy and directly supports 165,565 jobs, with 17 other states having already established similar offices.
