Amends the Nurse Practice Act to ratify and approve the Nurse Licensure Compact, allowing nurses to obtain multistate licenses that permit practice in their home state and other compact states.

Establishes uniform licensure requirements for registered nurses (RNs) and licensed practical/vocational nurses (LPNs/VNs), including education, examination, and criminal background check standards.

Creates the Interstate Commission of Nurse Licensure Compact Administrators to coordinate implementation, collect and share licensure and disciplinary information among party states, and promulgate uniform rules.

Provides that Illinois state labor laws are not superseded by the Compact and prohibits sharing nationwide criminal history records with the interstate commission or other states.

Allows nurses to practice under multistate licensure privilege in remote states while remaining subject to those states' practice laws and licensing board jurisdiction.
