State Board of Education must annually assess all public school students entering kindergarten using a common assessment tool beginning in the 2021-2022 school year, measuring literacy, language, mathematics, and social-emotional development.

Kindergarten assessment results cannot be used to prevent enrollment or as the sole measure for grade promotion or retention, but may inform instruction and teacher professional development.

State Board must annually report assessment data disaggregated by race, ethnicity, household income, English learners, and students with individualized education programs.

Creates a 31-member Whole Child Task Force appointed by the State Superintendent to establish trauma-responsive schools and develop recommendations for training, data collection, and implementation timelines.

Task Force must submit findings and recommendations by February 1, 2022, and recommend legislation and practices to prevent learning loss during student suspensions and expulsions, including remote instruction options.
