Expands the definition of "employer" under the Illinois Pension Code to include contract schools operating pursuant to an agreement with the Board of Education.

Requires educational staff employed in contract schools in certified or licensed positions (excluding managerial, supervisory, and confidential employees) to participate in the pension fund beginning January 1, 2022.

Allows educational staff employed in contract schools before the effective date to irrevocably elect to participate in the pension fund for service accrued after January 1, 2022, with no credit for prior contract school employment.

Establishes a conditional grace period for contract schools showing timely and good faith efforts to submit payroll records and pension contributions between January 1, 2022 and April 1, 2022, with penalties calculated from original due dates if not submitted by April 1, 2022.

Designates contract schools must appoint a Pension Officer responsible for certifying payroll information and pension contributions, and authorizes the pension fund to conduct audits and collect delinquent contributions.
