Deletes the January 1, 1993 date restriction in Section 9-179.1 of the Illinois Pension Code, allowing any contributing employee with at least 25 years of service credit to apply for creditable service for up to 2 years of military service.

Permits employees to establish military service credit without regard to when the military service was performed or whether it followed county employment.

Requires employees seeking military service credit to pay employee contributions to the Fund based on their compensation rate before or after military service (whichever is greater), plus interest from discharge to payment date.

Forfeits military service credit and refunds paid amounts if an employee applies for or receives an early retirement incentive under Section 9-134.2.

Exempts the state from reimbursement requirements under the State Mandates Act for implementing this change.
