Amends the Illinois Pension Code to change the required distribution age from 70½ to 72 for survivors' and widows' annuities in the General Assembly, State Employee, and Judges Articles.

Changes the Illinois Municipal Retirement Fund (IMRF) retirement annuity distribution age to align with Section 401(a)(9) of the Internal Revenue Code of 1986 instead of age 70½.

Modifies the State Universities Article to reference the required age of distribution under Internal Revenue Code Section 401(a)(9) instead of age 70½ for determining when annuity payments must begin.

Updates the Downstate Teachers Article to require monthly survivor benefits distribution by December 1 of the calendar year in which the deceased member or annuitant would have attained age 72 instead of 70½.

Amends the State Mandates Act to exempt this legislation from state reimbursement requirements; effective immediately upon enactment.
