• Permits cooperative purchasing agreements among retail licensees with written agreements, designated agents, and State Commission filing; retailers may join only one group at a time and change groups no more than twice per 12-month period.

• Authorizes quantity discount programs requiring minimum 250-case purchases with same pricing offered to all retailers; permits discounts via price reductions, cash, credits, or rebates based on volume purchased.
