IL SB2133

Amends the Data Governance and Organization to Support Equity and Racial Justice Act to expand demographic data collection requirements beyond racial and ethnic categories to include age, sex, disability status, sexual orientation, gender identity, and primary or preferred language.

Requires the Board and Department to report statistical demographic data on program participants for each major program on or before July 1, 2022 and annually thereafter, using standardized racial and ethnic classifications including American Indian, Asian, Black or African American, Hispanic or Latino, Native Hawaiian and Other Pacific Islander, White, and Two or more races.

Directs the Department of Innovation and Technology to establish common technological processes and procedures for cataloging data, identifying similar fields, managing data requests, collecting and cleaning data, and reporting disaggregated data by race, ethnicity, age, sex, disability status, sexual orientation, gender identity, and primary or preferred language.

Requires the Board and Department to submit a progress report by March 31, 2022 to the General Assembly disclosing cataloged programs and datasets with standardized demographics, with updated reports due annually by March 31 thereafter.

Preserves existing State and federal data privacy and security protections and allows exceptions for programs subject to different federal reporting requirements.
