Establishes minimum homemaker service rates of $24.96 per hour effective July 1, 2021, to sustain a $15 per hour minimum wage for direct service workers.

Requires rates in subsequent state fiscal years to be no lower than rates in effect on July 1, 2021, with providers certifying ongoing compliance with mandated wage increases.

Prohibits reduction of fringe benefits including paid time off, training payments, health insurance, travel, and transportation in relation to rate increases.

Effective July 1, 2021.
