Requires registration of all separately identified additives or amendments with the Department of Agriculture before distribution in Illinois, with a $250 registration fee per product expiring December 31 annually.

Updates labeling requirements to include net weight, brand name, guaranteed analysis of active and inert ingredients, purpose, directions for use, and registrant information on product containers or bulk orders.

Establishes administrative penalties ranging from $100 to $500 per violation for non-compliance, misbranding, adulteration, or hindering the Director's enforcement duties.
