Amends the Illinois Vehicle Code to authorize the Secretary of State to issue Law Enforcement Medal of Honor license plates to eligible Illinois residents.

Plates may be affixed only to passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing not more than 8,000 pounds.

Plates shall display the Law Enforcement Medal of Honor, with design, color, and format at the Secretary's discretion.

Plates may be issued as vanity or personalized plates in accordance with existing vehicle code provisions and are not required to display "Land of Lincoln."

Secretary of State shall prescribe eligibility requirements and approval procedures for plate issuance, with expiration following the staggered multi-year procedure established under existing law.
