Storage, possession, sale, and use of nonfireworks are permitted at all times throughout Illinois.

Regulation of nonfireworks, including storage and sale, must comply with National Fire Protection Association's Code for the Manufacture, Transportation, Storage and Retail Sales of Fireworks and Pyrotechnic Articles (NFPA 1124), 2006 edition.

The bill exempts the City of Chicago from these nonfireworks provisions.

Defines "nonfireworks" to include toy pistols with caps under 20/100 grains, toy guns with paper caps of 25/100 grains or less, wood stick or wire sparklers with under 100 grams of pyrotechnic mixture, handheld sparkling devices with 75 grams or fewer per tube (500 grams total), snakes and glow worms, smoke devices, and trick noisemakers with 25/100 grains or fewer of explosive mixture.
