Children in foster care are entitled to participate in appropriate extracurricular, enrichment, cultural, and social activities in their community.

Caregivers must use the "reasonable and prudent parent standard" when deciding whether to allow a child to participate in activities, considering the child's age, maturity, developmental level, and best interests.

Caregivers are not liable for harm to a child participating in an activity approved under the reasonable and prudent parent standard.

Youth in care are prohibited from storing belongings in plastic bags, trash bags, paper or plastic shopping bags, or pillowcases when relocating between placements or being discharged from Department custody.

The Department must ensure youth in care have appropriate baggage and storage items when moving through the child welfare system.
