Amends the Court of Claims Act to establish a fixed compensation rate of $50,000 per year for persons wrongfully imprisoned, with prorated amounts for partial years and time spent awaiting trial.

Eliminates previous discretionary award amounts and caps (ranging from $85,350 to $199,150 based on length of imprisonment) in favor of the standardized $50,000 per year formula.

Authorizes attorney's fees not to exceed 25% of the awarded amount for wrongful imprisonment claims.

Applies to individuals who received a pardon on grounds of innocence or a certificate of innocence from circuit court under Code of Civil Procedure Section 2-702.

Makes changes applicable to all claims pending or filed on or after the effective date of the bill, with annual adjustments to compensation tied to the Consumer Price Index (capped at 5% annual increases).
