SB2195 Summary

• Creates the Public Defender Pretrial Grant Program administered by the Administrative Office of the Illinois Courts to help counties without full-time public defenders implement counsel requirements at pretrial hearings under Sections 109-1 and 110-5 of the Code of Criminal Procedure.

• Establishes eligibility for counties that have not employed a full-time public defender by January 1, 2021, with applications made by circuit court Chief Judges who administer grants locally; multiple eligible counties may jointly apply.

• Creates the Pretrial Court Reminder Notification Grant Program to assist all Illinois counties and circuit courts in implementing pretrial provisions of Public Act 100-1 and no cash bail provisions enacted by the 102nd General Assembly.

• Creates the Pretrial Data Collection Grant Program to fund startup and implementation costs for pretrial data collection and reporting under Section 7.7 of the Illinois Criminal Justice Information Act, with all counties and circuit courts eligible to apply as of January 1, 2021.

• Takes effect immediately upon passage; all three grant programs may include training costs through the Illinois Judicial College and may accept supplemental contributions and grants in addition to state appropriations.
