IL SB2200

Adds new sentencing consideration requiring courts to evaluate the developmental appropriateness of sentences and apply great weight to factors of youthfulness, including diminished culpability and capacity for growth and maturity.

Creates exceptions for offenders under age 26 at time of offense for certain crimes that would otherwise mandate prison sentences, including drug offenses (fentanyl and heroin possession), residential burglary, FOIL violations, and Class 1 felonies committed while on probation.

Allows probation or conditional discharge as sentencing options for young adult offenders in cases where such options would otherwise be prohibited, provided they meet age 26 threshold requirements.
