IL SB2222

Creates the Taxpayer Transparency Act requiring bills making appropriations from the General Revenue Fund to be publicly available on the General Assembly's Internet website for at least 4 calendar days before final passage by either chamber.

Prohibits final passage of appropriation bills unless the final form has been made conveniently available to the public on the General Assembly's website prior to presentation to the Governor.

Exempts amendments and conference committee reports that contain only technical or non-substantive changes from the 4-day public availability requirement.

Exempts supplemental appropriations from the transparency requirement.

Effective immediately upon becoming law.
