IL SB2231

Authorizes the Secretary of State to adopt emergency rules extending expiration dates for driver's licenses, driving permits, monitoring device driving permits, restricted driving permits, identification cards, disabled parking placards and decals, vehicle emissions testing requirements, and vehicle registrations issued on or after January 1, 2020.

Removes the requirement that the Governor issue a statewide disaster proclamation for the Secretary of State to exercise extension powers; instead allows extensions up to June 30, 2021, and if a disaster proclamation remains in effect as of May 1, 2021, allows further extensions until December 31, 2021.

Requires emergency rules to identify which documents are being extended and specify the effective dates and termination dates of the extension period.

Establishes that extended documents remain subject to original issuance terms and conditions, renewals are calculated from original expiration dates without late fees or penalties, and law enforcement must recognize the validity of extensions.

Authorizes the Secretary of State to issue verification statements to holders of extended documents for submission to foreign jurisdictions and repeals the section on January 1, 2022.
