Adds Section 5-45.8 to the Illinois Administrative Procedure Act allowing the Secretary of State to adopt emergency rules implementing extensions of driver's licenses, identification cards, disabled parking placards, and vehicle registrations without standard rulemaking procedures, with this authority expiring January 1, 2022.

Extends the expiration date of Secretary of State Act Section 30 from June 30, 2021 to January 1, 2022, allowing the Secretary to extend expiration dates of driver's licenses, permits, identification cards, disabled parking placards, and vehicle registrations issued on or after January 1, 2020 in response to COVID-19.

Provides that if a Governor's disaster proclamation remains in effect as of May 1, 2021, the Secretary may further extend these expiration dates until no later than December 31, 2021.

Increases per capita grant amounts for public libraries from $1.25 to $1.475 per capita under the Illinois Library System Act.

Increases school library grants from $0.75 to $0.885 per student and raises the minimum grant amount from $750 to $850 per school district.
