Prohibits the Illinois toll authority from selling or sharing personally identifiable information of electronic toll collection system users, except as specified in the bill.

Requires the authority to establish a privacy policy by December 31, 2011, posted on its website and included with each transponder, covering types of data collected, third-party sharing categories, notification of policy changes, user review processes, and effective dates.

Permits limited sharing of personally identifiable information for aggregated traveler data, interoperability compliance, billing and toll enforcement, research with confidentiality protections, and responses to warrants, subpoenas, or court orders.

Authorizes release of information to law enforcement agencies when exigent circumstances make obtaining a warrant or subpoena impractical, and to the authority's Inspector General for investigation purposes.

Exempts travel date, time, location, and direction data from Freedom of Information Act disclosure, except for information concerning public employee duties, toll payment status, toll violation enforcement, highway accidents, and authority fund usage; requires the authority to discard personally identifiable information within 5 years.
