Expands the definition of "department" in the Government Severance Pay Act to include branches, departments, colleges, or schools of universities established by the board of trustees.

Adds a new requirement that university president or chancellor contracts include specifications for transitioning to a new position within the university, including which department they will join, compensation limits, and approval by the Dean and board of trustees.

Maintains existing severance pay limits of 20 weeks maximum compensation and prohibits severance pay for officers or employees terminated for misconduct.

Creates an online trustee resource center by July 1, 2022, to provide university board members with statute updates, training materials, and a portal for submitting questions to the Board of Higher Education.

Requires university board members who fail to complete mandatory 4-hour professional development training within required timeframes to be suspended, with 45 days to complete training or face automatic resignation from the board.
