Defines therapeutic riding as horseback riding lessons adapted for individuals with disabilities, delivered by a professional horse handler and therapy horse.

Applies coverage requirements to state employees, counties, municipalities, school districts, and health maintenance organizations through conforming changes to multiple Illinois codes.

Specifies that hippotherapy and therapeutic riding are covered treatments for individuals with determinable physical or mental disabilities resulting from disease, injury, congenital conditions, or functional disorders.
