Department of Veterans' Affairs must prepare quarterly reports on all locally-held member's benefits funds from each Illinois Veterans Home, including donations received, expenditures dispersed, and end-of-quarter balances.

Quarterly reports must be submitted to the General Assembly and Governor and published on the Department's website.

Each Veterans Home administrator must prepare and submit monthly reports to the Department detailing all donations received (monetary and nonmonetary) and the end-of-month balance of the locally-held member's benefits fund.

Member's benefits funds may be expended only for special comfort, pleasure, and amusement of residents, and cannot be used to supplement ordinary operating expenses of the Home.

Department is authorized to allow limited fundraising activities at Veterans Homes, with revenues and donations deposited into that Home's benefits fund, and contributors may specify the purpose of unsolicited private donations.
