Elevates the penalty for causing the death of a companion animal from a Class 4 felony to a Class 3 felony under the Humane Care for Animals Act.

Increases the penalty for a second or subsequent conviction for causing the death of a companion animal from a Class 3 felony to a Class 2 felony.

Maintains a Class 4 felony penalty for causing serious injury (but not death) to a companion animal.

Prohibits non-veterinarians from euthanizing companion animals using carbon monoxide.

Authorizes courts to order psychological or psychiatric evaluations and treatment for convicted offenders, with mandatory evaluations required for juveniles and animal hoarders.
