Changes the deadline for the Department to file proposed rules for certifying nursing home behavioral management units from January 1, 2011 to January 1, 2022, and shifts filing from the Joint Committee on Administrative Rules to the Secretary of State's Office.

Limits certification to no more than 3 facilities in the first 3 years after the amendatory act takes effect, requiring the Department to collaborate with stakeholders to evaluate program efficacy before expanding.

Requires certified behavioral management units to include security assessments by licensed forensic psychologists, individualized treatment plans, appropriate staffing levels, supervision, and comprehensive staff training on violence de-escalation and management.

Excludes persons with serious mental illness eligible for services under the Specialized Mental Health Rehabilitation Act of 2013 from the definition of "person with high risk of aggression."

Establishes penalties for non-compliance including denial, revocation, or suspension of certification, and authorizes the Department to set certification fees in consultation with stakeholders.
