IL SB2274

Amends the Department of Commerce and Economic Opportunity Law to establish the Local Coronavirus Urgent Remediation Emergency (Local CURE) Support Program administered by the Department of Commerce and Economic Opportunity.

Provides financial support to units of local government for necessary COVID-19 related expenditures using federal Coronavirus Relief Fund moneys, with funds allocated to municipalities and counties based on proportionate population.

Restricts use of Local CURE funds to costs permitted under Section 601(d)(3) of the Social Security Act or other federal law, with recipient units required to certify proper use and repay any unused funds.

Authorizes the Department to establish administrative procedures including application requirements, grant agreements, certifications, payment methodologies, and hire third-party administrators to assist with program coordination.

Allows the Department to use appropriated funds for program administration and permits emergency rulemaking to expedite implementation.
