SB2296 Summary

• Requires State Board of Education to establish goals within 90 days to reduce and eliminate use of isolated time out, time out, and physical restraint in schools within 3 years, with school districts submitting annual progress reports.

• Prohibits prone restraint, mechanical restraint, and chemical restraint entirely; restricts isolated time out, time out, and physical restraint to situations where student behavior presents imminent danger of serious physical harm and less restrictive measures have failed.

• Prohibits deprivation of necessities including food, medication, and restroom access during isolated time out or time out.

• Requires principals to notify parents within 2 school days after an incident and offer to convene a meeting to discuss the event; mandates schools provide parents with information about standards, student rights, and complaint procedures.

• Subject to appropriation, creates grant program for school districts and charter schools to implement culturally sensitive, trauma-informed practices, positive behavioral interventions, and restorative practices as alternatives to restraint.
