Requires each school district board of directors to appoint one nonvoting teacher member employed by the district, selected through building-wide teacher referendum.

Teacher board member serves a 4-year term beginning April 15 (initially serving until June 30), with the power to cast advisory votes and participate in motions and executive sessions but not vote.

In multi-building districts, teacher member selection rotates by lot among buildings to ensure all buildings are represented equally over time.
