Expands eligibility for veteran disability registration plates to include veterans with nonservice-connected disabilities, in addition to those with service-connected disabilities.

Veterans with 50% or greater service-connected or nonservice-connected disabilities may apply for military series registration plates without payment of a fee.

Veterans with disabilities meeting Section 3-616 criteria receive plates with the international symbol of access at no registration fee.

Veterans with 50% or greater disabilities not qualifying under Section 3-616 may receive special registration plates without the international symbol of access at no registration fee.

Illinois Department of Veterans' Affairs may assist in providing documentation of disability for renewal applications unless the applicant has a permanent qualifying disability.
