Establishes a "counselor in training" designation under the Professional Counselor and Clinical Professional Counselor Licensing and Practice Act, allowing individuals to practice professional counseling under supervision of a licensed clinical professional counselor.

Requires applicants to hold a master's degree in mental health counseling from a Council for Accreditation of Counseling and Related Educational Programs-accredited program and be at least 21 years old with no disciplinary history.

Requires applicants to submit transcripts and test scores to the National Board for Certified Counselors and identify an approved supervising licensed clinical professional counselor who signs the application.

Mandates that all billing for services provided by counselors in training must be submitted under the supervising licensed clinical professional counselor's license.

Sets the counselor in training designation to expire one year after initial designation, with the Department of Financial and Professional Regulation developing supervision requirements by rule.
