IL SB2323

Prohibits use of chemical, manual, and mechanical restraints on youth in the care of the Department of Children and Family Services during any transportation services provided or arranged by the department or its contractors.

Requires the Department to develop written individualized trauma-sensitive transportation plans for youth being transported to or from psychiatric hospitals or residential treatment centers, when identified by caseworkers or clinical teams, or when ordered by a court.

Mandates that transportation plans include clinical and medical assessments, specific de-escalation techniques, identified accompanying staff known to the youth, emergency procedures, and meal and restroom break provisions.

Requires immediate reporting of any known, alleged, or suspected violations of the restraint prohibition to the Department's Office of the Inspector General, the presiding court, and the youth's attorney and guardian ad litem.

Requires the Department to post annual data on its website beginning December 1, 2021, regarding authorized transportation plans, significant events during transport, modified or denied plans, and violations of the restraint prohibition.
