SB2329 Summary

• Amends the School Construction Law (105 ILCS 230/5-5) to expand the definition of "school district" to include programs of special education joint agreements as defined in Section 24-11 of the School Code.

• Special education joint agreement programs are now eligible to be treated as school districts for purposes of school construction project grants and calculations under the School Construction Law.

• The amendment allows special education joint agreements to access construction funding and related benefits previously available only to traditional school districts and certain other joint entities like Type 40 area vocational centers.

• Maintains existing provisions for calculating grant indices for cooperating districts and other joint arrangements while extending these same protections to special education joint agreement programs.
